"On the third attempt in fewer than three months, the Texas Legislature passed a controversial telecom bill that allows the statewide franchising of telephone-company video services. In a major victory for ILECs, the state’s House of Representatives voted an overwhelming 144-1 in favor of the measure yesterday, one day after the Senate gave its 24-3 seal of approval.

The third time definitely was the charm for SBC Communications and Verizon Communications, pushing them past the bill’s chief opponents – the state’s cable-TV business."
